Course overview
Under the Licensing Act 2003 anyone authorising the retail sale of alcohol must hold a personal license. The Level 2 Award for Personal Licence Holders (APLH) meets the criteria which allow the holder to apply for a personal license. This replaces the Level 2 National Certificate for Personal Licence Holders (NCPLH) from the 01/04/11. The course enables candidates to retail alcohol within the law, in a socially responsible manner and acts as a safeguard for their licence and their business.
Who should attend?
Anyone who has the responsibility for selling or supervising the sale of alcohol in licensed premises including:
- Pubs, bars, hotels, restaurants, nightclubs
- Off-licenses, supermarkets, convenience stores
- Sports and social clubs , leisure parks, casinos
- Any other venue where alcohol is sold
Course contents
- The licensing objectives and licensable activities
- The role and responsibilities of the licensing authority
- The application process for a personal licence
- The role and legal responsibilities of the personal licence holder
- The premises licence
- The content and purpose of operating schedules
- The role and duties of the designated premises supervisor
- Unauthorised licensable activities
- Permitted temporary licensable activities
- Rights of entry to licensed premises
- Police powers with regard to suspension and closure of premises
- The specific prohibitions for the sale of alcohol
- The strengths of alcoholic drinks and the effects of alcohol on the human body
- The protection of children from harm
- The responsible retail sale of alcohol
Assessment information
Licensing law candidates complete a multiple-choice examination. Candidates are required to answer 28 questions out of 40 correctly to be successful

Professional Barperson's Qualification

Unit 1: Responsible Alcohol Retailing (half-day) - BIIAB has developed the BIIAB Level 1 ARAR in response to industry-wide training requirements to demonstrate commitment to responsible alcohol retailing. This qualification provides essential knowledge and understanding of the responsibilities of alcohol retailers authorised by a personal license holder to sell alcohol. It will enable those who complete the qualification to act within the law to support the designated premises supervisor to retail alcohol responsibly on their licensed premises.
Unit 2: The Customer and Drinks Service Unit (half-day) is part of the Professional Barperson's Qualification - a national qualification for persons working in licensed premises in England and Wales. As a result of obtaining this unit, bar staff will be able to identify the basic service standards they must meet when working in licensed premises. The Customer and Drinks Service unit is designed for bar staff, as an introduction to the skills they will need to work professionally in the bar.
Who should attend?
The BIIAB Level 1 ARAR is designed for anyone who works on licensed retail premises who is, or likely to be, involved in the sale of alcohol including:
- Bar staff, waiters/waitresses, supermarket cashiers, licensed shop cashiers In any licensed premises including pubs, bars, hotels, restaurants, licensed shops ,supermarkets ,convenience stores ,licensed retail stores ,sports and social clubs ,entertainment venues ,nightclubs and casinos, leisure parks
Course contents
Unit 1:
- The nature of alcohol and the effect that it has on the human body
- The main issues in the 2003 Licensing Act as they relate to alcohol retailers and servers
- Licensing law in relation to the protection of children from harm
- The social responsibilities relating to the retail sale of alcohol
- How to recognise drunkenness, and your duty not to serve drunk customers
- Appropriate strategies that can be adopted to prevent or eliminate alcohol-related crime and conflict and the importance of personal safety
Unit 2:
On successful completion of this qualification, candidates will be able to demonstrate an understanding of: Preparing the bar for service procedures, clearing, cleaning and closing, maintaining customer care, maintaining working relationships, selling skills payment and security. As a result of obtaining this unit, bar staff will be able to identify the basic service standards they must meet when working in licensed premises.
Assessment information
Candidates are required to complete a multiple choice exam consisting of 40 questions a pass rate of 28 or more has been set.
